(1)1.投标人须具备建设行政主管部门颁发的建筑工程施工总承包三级(含三级)及以上资质，提供有效的安全生产许可证，并证企相符，并在人员、设备、资金等 方面具有相应的施工能力。其中，拟派项目经理须具备建筑工程专业贰级及以上注册建造师执业资格，具备有效的安全生产考核合格证B证，技术负责人须提供建筑工程相关专业中级及以上职称证书。项目经理不得担任其他在施建设工程项目的项目经理。 2、项目管理机构人员配备（建筑工程相关专业）：项目经理1人、技术负责人1人、工长（施工员）1人、质量员1人、安全员1人。技术负责人须提供建筑工程相关专业中级及以上职称证书，工长（施工员）、 质量员须提供岗位证书（外省企业提供相应证书），安全员须提供安全生产考核合格证C证，并证企相符。 3、投标 人须承诺具有独立签订合同的能力、具有履行合同的能力、有资金、设备和其他物质设施以及管理能力、经验、信誉 和相应的从业人员。承诺没有骗取中标和严重违约及拖欠农民工工资、重大工程质量问题；
