(1)3.1.具有独立承担民事责任的能力：在中华人民共和国境内注册的法人或其他组织，投标申请人须具备建设行政主管部门核发的消防设施工程专业承包二级以上资质，并在人员、设备、资金等方面具有承担本项目的能力、具有基本账户开户许可证；足够资产及能力来有效地履行合同，没有处于被责令停业或破产状态，且资产未被重组、接管和冻结的。

(2)3.2.拟参加本项目的投标人拟派的项目负责人须具备国家注册机电专业二级建造师执业资格或高级工程师职称证书（或以上）；项目负责人提供连续3个月（2022年03月至2022年06月）本企业为其缴纳社会保险的有效证明（根据牡丹江市财政局下发的牡财采《2022》10号执行承诺制）。

(3)3.3.拟参加本项目的投标人拟派专业人员配备要求：至少具备消防专业；须具备相关专业中级（含中级）及以上工程师职称证书；

(4)3.4.单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得同时参加同一包的采购活动。投标人之间有上述关系的，应主动声明，否则将给予列入不良记录名单。
