采用单一来源采购方式的原因及说明：本项目维保服务内容包含但不限于日常维护、设备组件更换（如球管、线圈）等内容，本次维保服务的三台设备（3.0T MR、64排CT、 DSA）均为GE原厂设备，均属于医疗器械管理范畴并已获得监督管理部门颁发的整机注册证。根据医疗器械管理办法相关规定，包括医疗器械的结构及组成在内的注册证内容发生变化的，必须申请注册变更。故在GE医疗设备上安装或使用非原厂注册认证的组件，因无法证明其与整机之间的匹配性及安全性，将导致设备整机状态与注册证内容发生偏离，违反医疗器械管理办法相关规定，可能造成设备安全隐患，可能导致设备用户造成使用无证医疗器械的风险。故上述设备在维保过程中均需安装或使用原厂注册认证的组件。同时，上述设备由于各厂商设计原理不尽相同，硬件不同，控制系统不同，甚至软件平台也不同，因此设备维保专业技术溯源性强，往往需要原厂商提供技术支持和资源支持(如：专用工器具、维修钥匙等)。综上，为确保上述医疗设备的安全可靠，确保医院相关诊疗工作的正常开展，建议由指定代理商提供服务，采取单一来源方式采购。
