3.本项目的特定资格要求：

合同包1(全高清电子胃肠镜系统采购)特定资格要求如下:

（1）拟参加本项目的潜在投标人须具备《中华人民共和国政府采购法》第二十二条投标人资格条件（中国境内企业）；
（2）拟参加本项目投标的潜在投标人须在“黑龙江省政府采购网”及“中国国际招标网”注册登记并备案；
（3）拟参加本项目投标的潜在投标人若为国外、境外投标人，根据该国（地区）的法律在经营所在地注册的有关证件；
（4）拟参加本项目投标的潜在投标人若为国内投标人，须具备有效的营业执照、开户许可证或基本账户信息表；
1）所投商品为Ⅰ类医疗器械的供应商须具备有效的《第一类医疗器械备案凭证》；
2）所投商品为Ⅱ类医疗器械的供应商（生产厂商）须具备《医疗器械生产许可证》及所投产品的《医疗器械注册证》，供应商（代理商）的须具备《医疗器械经营备案凭证》及所投产品的《医疗器械注册证》影印件；
3）所投商品为Ⅲ类医疗器械的供应商（生产厂商）须具备《医疗器械生产许可证》及所投产品的《医疗器械注册证》，供应商（代理商）的须具备《医疗器械经营许可证》及所投产品的《医疗器械注册证》影印件；
（5）拟参加本项目的投标人所投进口产品须具有合法来源证明文件；
（6）拟参加本项目的潜在投标人应通过“中国政府采购网”网站查询未被列入政府采购严重违法失信名单且在处罚期内；“信用中国”网站查询未被列入重大税收违法失信主体；“中国执行信息公开网”网站查询未被列入失信被执行人名单 ；
