二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定;

2.落实政府采购政策需满足的资格要求： 无。

3.本项目的特定资格要求：

合同包1(登记号不干胶标签等)特定资格要求如下:

(1)提供标准格式的“法定代表人授权书”及委托代理人身份证，并按要求签字、加盖公章（法定代表人参加投标的不提供）。

(2)拟参加本项目投标的潜在投标人须在黑龙江省政府采购网上注册登记并备案。

(3)供应商应在中华人民共和国境内注册的具有独立法人资格的法人及其他组织，具备有效的营业执照（统一社会信用代码证），并在人员、设备、资金等方面具有相应的履约能力。营业执照副本；税务登记证副本、组织机构代码证副本（如营业执照已改为“三证合一”或“五证合一”新证的可不提供税务登记证副本、组织机构代码证副本）；银行开户证明（开户许可证或其他证明材料）。

(4)投标文件中要求提供的其他资质及证明材料

合同包2(微孔板等)特定资格要求如下:

1、招标文件获取方式：招标文件公告期为5个工作日，投标人须在公告期内凭用户名和密码，登录黑龙江省政府采购网，选择“交易执行→应标→项目投标”，在“未参与项目”列表中选择需要参与的项目，确认参与后即可获取招标文件。获取招标文件的投标人，方具有投标和质疑资格。
2、如果投标人没有黑龙江省政府采购网账号需要提前注册，没有电子签章CA的需要提前办理，CA用于制作投标文件时盖章、加密和开标时解密（CA办理流程及驱动下载参考黑龙江省政府采购网（http://hljcg.hlj.gov.cn）办事指南-CA办理流程）具体操作步骤，推荐投标人在黑龙江省政府采购网（http://hljcg.hlj.gov.cn/）下载政府采购供应商操作手册。

3、本项目采用“不见面开标”模式进行开标,投标人无需到达评审现场（提供现场演示的除外）。评审当日在投标截止时间前30分钟使用“谷歌浏览器”登录黑龙江省政府采购网，选择“交易执行-开标-供应商开标大厅”进行签到；并按招标文件要求在线参加远程开标，等待并完成后续的在线投标文件解密和在线签字确认环节。

4、本项目开标及评审期间投标人代表应当保持秘钥登录状态下关注本企业账号信息。

5、本项目如有澄清或者修改的内容，将在黑龙江省政府采购网上公告，采购人及采购代理机构不再以其他形式通知。如因自身原因未及时关注导致投标（响应）失败的，后果自行承担。

6、投标人须按招标公告附件“分项报价表”内容逐项填写，如因漏项或未按要求填写导致投标响应失败的，后果自行承担。
