二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定：

（1）具有独立承担民事责任的能力；

（2）具有良好的商业信誉和健全的财务会计制度；

（3）具有履行合同所必需的设备和专业技术能力；

（4）有依法缴纳税收和社会保障资金的良好记录；

（5）参加政府采购活动前三年内，在经营活动中没有重大违法记录；

（6）法律、行政法规规定的其他条件。

2.落实政府采购政策需满足的资格要求： 无。

3.本项目的特定资格要求：

合同包1(城乡居民大病保险承办商业保险服务机构)特定资格要求如下:

(1)1)许可证均应在有效期内【具备独立法人资格的保险机构参与投标的须提供《中华人民共和国保险许可证》的原件扫描件；若企业法人授权的分支机构投标的须同时提供《中华人民共和国经营保险业务许可证》的原件扫描件，其许可证业务范围必须包含但不限于健康保险业务】； 2)根据《中国银保监会关于印发保险公司城乡居民大病保险业务管理办法的通知》（银保监发[2021]12号）文件规定，若供应商为企业法人（总公司）的，应列入中国银行保险监督管理委员会公布的城乡大病保险经营资质名单，且须提供中国银行保险监督管理委员会官网公布的公告页面截图扫描件； 3)同一保险公司参与本项目投标时总公司、分公司或分支机构的仅限一家机构参加投标，分公司或分支机构参与投标应提供总公司出具的授权书，否则均按否决投标处理。
